ODFAP is a co-operative project of DFO, the Canadian Dairy Commission (CDC), Agriculture Canada and the University of Guelph. ODFAP develops farm production and management data which meets the farm database requirements of the Ontario dairy industry using a sample of farms, which represent typical Ontario dairy farm situations, different levels of technology, regional differences and other significant factors.
Dairy Farmers of Ontario (DFO) is the designated authority to administer and enforce the Designated Legislation, which are the provisions of the Milk Act, including provisions of Regulation 761. DFO is accountable to the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), which is responsible for DFO’s fulfilment of its Statutory Mandate.

Dairy Farmers of Ontario’s (DFO) New Entrant Quota Assistance Program is designed to assist those with an interest in dairy farming who may not otherwise have the financial means or opportunity to get started in the industry. The P5 makes available 160 kilograms of quota per year for the program in Ontario. Subject to DFO issuing a licence to produce and market milk and approving an order to issue quota, DFO will match 20 kilograms of quota to each successful applicant. DFO has given priority access to 1 new entrant who plans on shipping organic milk. As a result, there are only 7 positions available. Click here for the application. Due to a continued higher than usual market demand in 2024, the P5 Boards announce an additional incentive day in each of the months of August and November, to be issued on a non-cumulative basis. The P5 provincial boards’ primary objective is to continuously monitor the milk market situation and meet demand in the most optimal way and will continue to adapt production signals to address market changes, as required. Due to improvements in the organic utilization rate through the spring and summer of 2024, as well as some expected small increases in demand in the fall of 2024, the DFO Board announces 3 incentive days for organic producers in each of the months of September and October and two incentive days in November, to be issued on a non-cumulative basis. This will provide the same incentive days to all producers, organic and conventional, in Ontario for the months of September to November 2024. The DFO board will continue to monitor the market demand for organic milk, as well as the utilization rate, impact on premium, and processor commitment volumes, and will continue to review and adapt production signals to address organic market changes, as required. The following table summarizes the incentive days:
