    In medium saucepan, bring water and 3 tea bags to a boil; reduce heat to a simmer. Add milk and let simmer for 2 - 3 minutes. Stir in brown sugar, ginger, cardamom, cloves, cinnamon, star anise and nutmeg. Let simmer, stirring occasionally, for 3 to 5 minutes.

    Remove from heat and stir in vanilla. Let cool, then refrigerate until completely chilled. Strain, discarding solids.

    In small shallow dish, stir together sugar and cinnamon. Just before serving, rub rims of 4 glasses with lemon wedge and dip rims in cinnamon sugar.

    For each mocktail, add 6 tbsp/90 mL of chai base and 2 - 3 tbsp of cream to a ice-filled cocktail shaker. Shake until frosty and strain into prepared rimmed glass. Garnish with star anise.

Substitute orange pekoe tea with Darjeeling, Assam or English breakfast tea.
