    Chai Base: In medium saucepan, bring water and 3 tea bags to a boil; reduce heat to a simmer. Add milk and let simmer for 2 - 3 minutes. Stir in brown sugar, ginger, cardamom, cloves, cinnamon, star anise and nutmeg. Let simmer, stirring occasionally, for 3 to 5 minutes.

    Remove from heat and stir in vanilla. Let cool, then refrigerate until completely chilled. Strain, discarding solids.

    Cinnamon Sugar Rim: In small shallow dish, stir together sugar and cinnamon. Just before serving, rub rims of 4 glasses with lemon wedge and dip rims in cinnamon sugar.

    For each mocktail, add 6 tbsp/90 mL of chai base and 2 - 3 tbsp of cream to a ice-filled cocktail shaker. Shake until frosty and strain into prepared rimmed glass. Garnish with star anise.

Substitute orange pekoe tea with Darjeeling, Assam or English breakfast tea.
