Preheat oven to 400°F.
In a large bowl combine sugar and flour. Whisk in eggs, melted Ontario lactose-free butter and Ontario lactose-free milk until well combined.
Pour mixture into greased muffin tin, filling them to a little more than ¾ full. Bake for 30 mins or until golden brown.
Remove tarts from muffin tin while hot. Dust with icing sugar and serve.
